I think the number of parlors that you see in an area is more a function of how corrupt and bought off local officials are than what kind of laws they have on the books. I'm not sure how much it matters, because it's not like law enforcement everywhere doesn't know what's going on at massage parlors. The city put a cap on the number of massage spas that are allowed within city limits and I believe they also put restrictions on allowing the doors to be locked. Massage parlors, btw, were restricted last year. Unless some places just decide to not serve alcohol and perhaps they can get around the rule that way. It's true that even though most Asian people have no trouble humiliating themselves in front of friends, they would be mortified to do it in front of the general public, so this law will probably effectively kill all karaoke in Duluth. It's a shame that these businesses are having to pay the price for the activities of the shady ones. Unfortunately, fzx is correct in that for every shady karaoke prostituion bar, there are probably 4 or 5 that are perfectly legit. Of course, I do understand that the prostitution has to be controlled, so I get the law. I'd be happy if it was restricted to triple locked rooms with 3 foot wide steel walls buried 200 feet underground. The more we can do to keep this aural torture locked away in private rooms and away from the public, the better as far as I'm concerned. If you know someone from anywhere in Asia, no matter how reserved that person seems, chances are he or she loves to get drunk on weekends with friend and make a fool out of him or herself wailing on karaoke horribly. I always knew the Japanese loved it, but I had no idea until a few years ago that it had spread through Asia like some mutated plague. Japan miniaturized everything and gave us tremendous electronics, but all that technology came at a price, and that price's name is karaoke. Regarding karaoke, I feel like it's the demon seed horrendous underbelly that had to happen. It's a beautiful little area, it's biggest problem is that it doesn't have enough interesting businesses.

I know the city is very concerned with trying to make downtown a vibrant and exciting place, and it seems like it has been quite a challenge to attract businesses that will help it get there. You have to give the city of Duluth a lot of credit for creating laws that are very favorable to local businesses. I'm not certain if the new laws relax that, but the store quickly figured out it could just set up a tent on the town green and serve open containers there.

Something about them not being able to serve you an open container because they technically are not a bar. One thing that was strange about the growler store is that on those special days where you can drink all over town, they still had to give you your beer in a sealed container and you had to exit the store to open it. It will be so much easier to select a beer when you can have small tastes of several of them since that store specializes in microbrews that most people have never tried. It was unfortunate that the store had to work around some outdated liquor laws for a few months, but the city realized that was a problem and that's why they responded by making the change to allow the growler store to give out samples. I think the city is quite happy with the growler store and has been working with them for some time. It's quite nice, on New Years Eve I went to downtown Duluth and popped my bottle of champagne right there on the town green and poured glasses for my friends and I. It really wants to spur growth downtown and that's why there are 12 or 13 or something like that days per year on festivals when open containers of alcohol are allowed all over the downtown area. My husband bought a growler, but was not allowed to sample any of the beers.ĭuluth has some of the most open liquor laws around.
